The major difference between gene regulation of prokaryotes and eukaryotes is that :
In prokaryotes gene regulation can only take place at the transcriptional level whereas in eukaryotes it can happen both at transcriptional and translational level.
Because in prokaryotes post transcriptional changes such as capping, tailing and splicing doesn't take place, whereas these changes are observed in eukaryotes.
