Answer:

Iraq had an undemocratic government which was under the control of military government and dictatorial rule of Saddam Hussain. The freedoms of the people were curtailed, their democratic rights were abolished and all political opponents were assassinated or executed.Iraq underwent human violation where ethnic minorities were persecuted. No other political parties could thrive there. The people's mobility were restricted as well.Operation Iraqi freedom was launched by U.S. to put an end to this undemocratic rule and pushing Iraq towards democracy. But the post Saddam Iraq as still not managed to form democracy and is under the threat of dictaorship and political instability.

Burma is officially known as Myanmar. Burma is undergoing political transformation. Initially, she was ruled by dictatorship of military junta which was un-elected. But, the elections in April 2012 have turned the table on them and a nominally democratic government has taken place under the leadership of Aung San Suu Kyi named as NLD ( National League for Democracy).

International organisation are democratic in principle but not in practice. Veto power is given to selected few countries and the process of exercising veto power is very arbitrary. The IMF is also not immune to such deformities :

Fundamental thing about democracy is transparency but there is not transparency is followed in what decisions have been taken

There is no formal vote on decisions taken by Executive Directors

The selection of President or Managing directors is very much a deliberation issue between US and European countries .

Answer:

Democracy is a form of government in which the rulers are elected by the people.

Myanmar where the army rules, Dictator Pinochet’s rule in Chile, or President N.krumah’s rule in Ghana was not democratic.

They were not chosen by the people. Hereditary kings, like the king of Nepal or Saudi Arabia, are also not democratic rulers. They rule because they were born into Noble Families.

These systems of government are not democratic and hence the countries are not democratic countries.
