Under Lenin, the first council of people's commissars became the parliament of the country.  Lenin was appointed as the governor general of this institution called Sovnarkom.   This parliamentary body was held responsible for bringing large scale reforms in agriculture, education, radical changes in labour rights and  greater access to educational sources which helped all sections of the society.
