Together with rural communities , landowners are jointly responsible for paying taxes  . Individual responsibilities are not shared. The land included in the system  consists of all the land village , including forests, grasslands , etc. This system is  widespread in parts of Uttar Pradesh , central India and Punjab in the Northwestern provinces.
