no of moles of NH3 = 51/17
= 3
no of moles of O2 = 48/32
=1.5

NH3 is limiting reagent
4 mole of NH3 = 6 mole of H2O
3 mole of NH3 = 6*3/4
= 4.5 mole of H2O
mass = 4.5*18
