The condition that needs to be satisfied is that the internal resistance should be equal to the external resistance.
When n cells are connected in series the equation is - is = nE/ R + nr
When n cells are connected in parallel the equation is - Ip = E/ R + (rin) = nE/nR + r
Since is = ip
Thus, nE/ R + nr = nE/ nR + r
= R + nr = nR +r
= R = r
Thus, the internal resistance of each cell should be equal to the external resistance of the cell.
