When the body have an unbalanced force from all directions then the body can be rotated. There is single way to apply unbalanced force because
direction can only be changed in unbalanced forces but in the case of balanced forces it's not possible to change the direction of the body only shape or size can be changed but only in the rare chance.
EXAMPLE:-In the universe many planets even our planet EARTH also rotates because of the unbalanced forces applied on it
