Underemployment is hidden in contrast to someone who does not have a job and is clearly visible to unemployed.

It means that in some cases people are not able to find work according to their skills and hence they have to do jobs less than their actual potential. For example: shivam is a BTech qualified job seeker . But since there are very less opportunities for BTech graduates in his town  , he is not able to find a job in his home place . Also he cannot wait longer to get a job as his parents are in need of money, he starts applying for jobs in call centres in his town . This means that even after being a biotechnology expert due to some conditions he is not able to find a job and is forced to do a job which is not meant for him.

This is a kind of disguised unemployment as a person has to work  just for making his two end meet. In the above case shivam could contribute largely to our country's development but he could not because of some circumstances .This kind of underemployment is hidden in contrast to someone who does not have a job and is clearly visible as unemployed. Hence, it is also called disguised unemployment.

In this case, work done by a person is hidden and even if the person is removed from employment, the production will remain the same. This is in contrast to the work done by someone who is employed. Therefore, underemployment is also known as disguised unemployment.
