It means we have to stop this disgusting attitude of humans being material “used” to reach an objective. As.Soon. As. Possible.

The very term “human resources ” is insulting to the spirit. We are living, breathing higher mammals with all the physical, emotional and spiritual needs which come with that. The notion that one group of people should “use" another is something which should have been left behind in the 19th Century.

So, to answer the question in that light, unemployment can be a very desireable status. It liberates people to find out what they can do best, to play in the sun, eat, scratch themselves and if they wish to, to help other people who have trouble escaping the Work Ethic

The psychological effects of involuntary unemployment are, however, very expensive.

To avoid these consequential costs,, some kind of value creating work, however menial or “uneconomic" should always be an option and be made into an attractive one. Restoration of wetlands is one example of value creation with little or no financial payback. Training can be an excellent investment in cost-return terms, do that should always be an option.

To fund this kind of activity it may be required to borrow, and that is a politically loaded decision.

Economically the kind of money involved is relatively small, payback is potentially good, but short term private profitability might not be obvious. (Longer term, countries with higher investment in the workforce seem to do much better). So some opposition from the Right is justified and is to be expected.

However the skill sets used in private business may well be useful to audit and evaluate schemes, we should certainly not write off the value of the cynical and parsimonious. We certainly don't want to solve unemployment in one area of the community by enlarging it in another.

To sum up, a broader vision of society and our environment will help the private sector to develop and transform by creating new products and markets ( an ecologically and socially viable economy requires whole new sets of products and services) . Unemployment, by providing space for personal development, training and social cohesion has a valuable place in this proces
