Unequal access to basic services is an indicator of the underlying problem. South Africa has vast wealth inequality. After 1994, the hope was that this would change. However, the only thing that has changed is the colour of the oppressor. There are now as many wealthy black people as there are white. This, on the face of it, appears to be a good thing. The reality though is not so good. The wealthy black population is not a result of economic growth, but rather, these people have simply replaced the millions of white South Africans who emigrated to other shores.
The reason that people living in areas with very poor access to basic services are responsible for most crime, is because these are the poorest areas. And before you judge them, I would like you to take a moment to consider how you would respond. If you were to get dressed, have nothing in your pockets, (no money, no phone… nothing) and leave your home now, leaving your life behind, how long do you think it would take you to become a criminal? Seriously? No shelter, no food and most importantly, no prospects.
It is possible for people in areas with little access to basic services to live crime-free lives if they have the ability to feed themselves, shelter from the elements, and have hope, in the form of a job. These people will very often begin to install basic services themselves.
The right to a job is as fundamental as the right to anything else.
Governments are entrusted to look after the citizens of the country they govern. Unfortunately, all over the world, you see vast inequality. Some areas are simply utopian in their beauty and functionality, while in other areas, people scrabble in the dirt for food to feed their families. It is not the area that is at fault, it is the government that allows such vast inequality of MEANS!
