union territories can't be merged with existing states.explain why??

union territories cannot merged with existing as they are not so big too be an independent state


they enjoy very little power they don't have a power of a state but central government have special powers to control them!!

sivaprasath: I saw these points in book but I wanna know,.Is this silly reason is a reason to have union territories (without merging with any states)
