Let the ten's digit of the two digit number be 'x'.
Then, according to the question,
the unit's digit = 2x/3
Thus, the number is 10*ten's digit + unit's digit
Therefore,
10x+2x/3 = 96
(30x+2x)/3 = 96
32x/3 = 96
32x = 96*3
32x = 288
x = 288/32
x = 9
and 2x/3 = 6
Hence, the number is 69
