Let m1 and m2 be the two masses..

We know that, F ∝ m1 m2

also F ∝ 1/r²

So we get,

F ∝ m1m2 /r²

Now this proportionality sign is replaced by introducing a gravitational constant,

F = Gm1m2/r²
