There is a difference between phenol and alcohol.
In case of phenol, the total number of electrons acting as lone pairs on oxygen cannot easily undergo the process of protonation.
On the other hand, in case of alcohol, the electrons corresponding to the oxygen are not de-localized in anyway.
Hence they can be protonated at any time.
This is the actual reason why both of these are different from one another.
Hence it all depends whether de-localisation is possible or not and whether there is availability of lone pairs of electrons or not.
