Britain and France had initially not expected that the Nazis and the Germans would take over Europe to such a huge extent. Germany, under the rule of Hitler, had taken over a lot of places in Europe including Austria.
Hitler started invading all the other places and so France and Britain which had allied with Belgium and Poland respectively were under threat. So they offered Sudetenland to Germany after Munich Agreement and made Hitler promise that he wouldn't attack them.
But Hitler broke his promise and took over Poland. So Britain had to give in finally to Germany in 1939 which was then followed by France.
