a) Stable electronic configuration means the atom completes its octet(i.e. 8 electrons in the outermost shell) and becomes stable. The configuration becomes same as the nearest noble gas.

b) i) The valency of Sodium is +1 because it has 1 electron in its outermost shell which, when donated, makes the Sodium atom stable.

Similarly, Magnesium atom has 2 valence electrons. So its valency becomes +2 because after donating these 2 electrons, Magnesium atom becomes stable.

Similarly, Aluminium atom has 3 valence electrons. So its valency becomes +3 because after donating these 3 electrons, Aluminium atom becomes stable.

ii) Chlorine has 7 valence electrons. Donating 7 electrons is practically not possible, so to attain stable configuration, Chlorine accepts 1 electron and completes its octet. Thus, valency of Chlorine becomes -1.

Similarly, Oxygen has 6 valence electrons. Instead of donating them, it accepts 2 more electrons to complete its octet. Thus its valency is -2.

Similarly, Nitrogen has 5 valence electrons. Instead of donating them, it accepts 3 more electrons to complete its octet. Thus its valency is -3.
