Solution:

According to the riddle we have to use five times 3 and basic mathematics operators.

I am sharing here two methods for doing the same.

Method 1:

 = 33 - 3 + 3 \div 3 \\  \\ solving \: according \: to \: bodmas  \: rule  \\  \\  = 33 - 3 + 1 \\  \\  = 30 + 1 \\  \\  = 31 \\  \\

Method 2:

 =  {3}^{3}  + 3 + 3 \div 3 \\  \\  = 27 + 3 + 1 \\  \\  = 31 \\  \\
