refraction is the bending of light when light rays travel from one medium to another. when the light travels from lesser medium to denser medium, the lights rays bends towards normal and visa versa.
so, when we put the coin in the water, the light travels from air medium (less denser) to water medium (more denser) and therefore we see the coin more nearer to surface then it actually is.
