The city has no Truant Home in which to keep him, and all efforts of the children’s friends to enforce school attendance are paralyzed by this want. The passage tries to explain the shortcomings of truancy and as well of the city itself. He explains that how a boy who has no one to guide or support him goes about doing trivial activities to meet the basic needs of his family. He emphasized why a Truant home is essential for the city to send truants rather than to the reformatory which can invoke the bad or evil side of a pupil.
