 \frac{ {x}^{4} + 1 }{2 {x}^{2} }  =  \frac{17}{8}

Based on properties of proportion

 {x}^{4 + 1}  = 17 \: and \: 2 {x}^{2}  = 8 \\  {x}^{4}  = 17 - 1\: and \:  {x}^{2}  =  \frac{8}{2}  \\  {x}^{4}  = 16\: and \:  {x}^{2}  = 4 \\  {x}^{4}  =  {2}^{4} \: and \: x =  \sqrt{4}  \\ x = 2\: and \: x = 2

x = 2
