1. Draw a line segment AB of length 3.5 cm.
2. Draw an angle of 105 degree at B (using angle sum property of a quadrilateral) and mark the line as BX
3. Now cut an arc of 6.5 cm with the help of a compass on BX and mark the point of intersection as C.
4. At C draw an angle of 120 degree and mark the line as CY. And at A draw an angle of 60 degree and mark the line as AZ.
5. Now, mark the point of intersection of AZ and CY as D.

Therefore, ABCD is the required quadrilateral.
