We know that Force between two charges in Free Space is:

F = kq1.q2/r^2

Now,

Let the new force experienced by the system when it is filled in with a medium of dielectric constant k' is F', then:

k' = Permittivity of Free Space/Permittivity of Medium.

Thus,

F' =kq1.q2/r^2

= (kq1.q2)/(k×r^2)

= F/k

Thus, New force becomes 1/k' times the original force.

That is,
