Small plants grow in open places or places where water concentration is very low. In order to continue the process of transpiration, the roots go longer and deeper inside the Earth to find water to maintain it's inner protoplasmic structure. If the base of the plant is strong then the leaves will not be shredded off because it has that much strength to prevent forceful winds.
