Yes the utility and value of resources varies from time to time as both utility and value are inter related to each other .the utility or usability of a object/resource gives it a value . and value means worth .
VALUE - values are of different types depending upon the utility of the object . like some have commercial value some have economical value while the others would have emotional value .
Example - if you visit a park , you feel refreshed and happy than before after returning because it gives you joy in one or other way . it maybe because of you like to play in the slides and swings there or you would like the beauty of nature like the trees , the flowers , the waters of the pond there etc.....
and this gives you happiness or joy to you which is a emotion . so the park gives you emotional value .
But would you enjoy or have happiness of the slides or the beauty of the park without visiting there ?
the answer would probably be NO its is so because if you would not go there , and if you would not go , you wouldn't be able to use the slides of the park or explore/admire the beauty of the nature which here is defined as use or utility and ultimately without its utility, you wouldn't enjoy and then it wouldn't give any value to it for you . and in time to time purpose , its the same too, see in olden days , there was no value for fresh drinking water as it was easily available and would be easily utilised compared to present . it means because of the huge availability of water, it did not have much value in those days as it was being easily utilised , but now we have to pay very high costs to use the drinking water and for other purpose too because now the people are more but due to its shortage the utility is reduced and thus its value is now understood and is now by valued a lot by us .

Utility and value of a resource varies from time to time and place to place. Earlier human civilisation flourished along the river valleys as they used water for irrigating fields. Now, human beings are using water for generating energy, irrigation, navigation and industries etc.
