Utility and value of a resource vary from time to time and place to place:
During ancient civilisations, people settled near the rivers as it provided them with water for household works and irrigational purposes. However, in the modern period, river water is also used for generating electricity.
In earlier times, the use of metals was restricted in making household utensils and jewellery but now with the passage of time and technological advancements, metals like aluminum are used in manufacturing air planes and copper is used widely in electrical industry.
Utility and value of resources also vary from place to place. Solar energy can be effectively used for generating energy in tropical and subtropical countries but the same cannot be used in Polar Regions due to insufficient amount of sunlight and the high cost of transportation of energy to other countries.
