Utkarsh is not in motion but he is at rest as he is sitting in the car but the car is not at rest as it is moving which makes utkarsh at rest but not at motion

The person which is the in the car is not in motion because motion means moving object but the person which is seated in the car is not moving hence it is in a rest but car is moving it is in motion
