Uttar Pradesh is larger producer of sugarcane but why Uttar Pradesh buy sugar from other states ?

THIS IS BECAUSE UTTAR PRADESH PRODUCES SUGARCANE FOR EXPORT IT INTO OTHER STATES AND COUNTRIES ,AND NOT USE IT TO MAKE SUGAR, THIS IS THE REASON WHY UTTAR PRADESH BUY SUGAR FROM OTHERS.
