2x+3y=-4 ......... equation first

x-5y=11............ equation second

multiplied equation second by 2 and subtract from equation first

2x+3y=-4

-2x+10y=-22

13y=-26

y=-26/13

y=-2

now, putting the value of y in equestion first

2x+3×-2=-4

2x-6=-4

2x=-4+6

x=2/2

x=1
