Rather than make a punishable illegal act, why not do the opposite. Give a bounty in hard cash to anyone who brings in some measurable amount of trash. Make it worthwhile, from a dollars and cents point of view for people to save their own trash and maybe collect trash from other people. It is the American way. Acts that don’t physically hurt someone should not be punishable. Acts such as cleaning up garbage should be rewarded. Get the reward in the right ballpark and everything would be spick and span almost immediately.
What is the problem? Why do you throw away plastic wrappers in a manner that results in them getting into waters?
It sounds like the menace is you and people who live in your region.
In contrast, we do not ‘throw away’ any of our plastics, wrappers or similar. We store them until we can deliver them to a site that destroys, buries or recycles them.
We have our solution. What prevents you from creatng your own solution?

We could create river nets, to catch the garbage, or we could become responsible, People inevitably being people, I can’t imagine that either will happen!
The only thing that would possibly work is if governments insisted that all plastics be biodegradable, and that just repeats the statement I iterated above.
