The bark is bleeding since humans have tried to cut down the tree. The tree will grow again when it heals.

When humans use an axe to 'hack and chop' the tree, the axe cuts through the bark. Just like we humans bleed when we are wounded, the tree too discharges its liquid sap, which the poet compares to human blood. That is why he says that the bark is bleeding.

However, the bark heals and the tree recovers. In fact, the tree puts forth new growth in the form of 'curled green twigs' that grow from its base, quite 'close to the ground'.

Despite bleeding, the tree fights back and starts growing again. With time, the tree is able to grow back to its 'former size'.
