Set 1 is more consistent.

For any data distribution, the data set having relatively less variability is more consistent. That is, the coefficient of variation is inversely proportional to consistency.

When a data distribution has higher variability, it has highly inconsistent data points. You can find more extreme values in such a data set.

In data distribution with less variability, data points are more consistent. Such a set have less extreme values. The data points will be more or less similar or within a short-range.
