we cannot use water to extinguish water because its density is simply less then oil, this means that if you throw water on oil which is on fire it will simply keep on urging because oil(less dense) will start floating on water and then it will be of no use. In some cases water may also react with fire and turn into hydrogen and oxygen and cause explosion.
