Yes,federal form of government is best suited for a diverse country like india because:

Each state is diverse not only in terms of geographical area but languages,ethics and social composition.

They need administrators from their own area whether it's local government or state government.

Centralized government can't manage all states which are very different from each other.

Also,large population is also a major reason of why we need a federal system.
