Carbonate is formed when Na2CO3 or CaCO3 or similar carbonate compound break-up into ions. Now, (CO3)2- i.e., carbonate ion can exist alone but only through resonance. You can say despite of having 2 valency in oxygen it gets 1.5 valency fulfilled and that's because of resonance.

Valecnce of carbonate is 2 ... We can't say it -2 ..... Because valency can't be in negative ...
So valency will 2 ...
