Chromium is a transition element (metal) and so it is capable of exhibiting variable valency.
In the case of a metal, its valency is also equal to the number of chlorine atoms with which its one atom combines to form its normal chloride.
Chromium forms two normal chloride in the oxidation states +2 and +3, and their chemical formulae are CrCl2 and CrCl3. Thus, one atom of the metal combines with two chlorine atoms to form the dihalide, and with three chlorine atoms the trihalide. Hence, the valencies of chromium can be taken as 2 and 3, as in the case of iron, which is also a transition metal.
