Valency means ability of atom/element to lose, gain or shared electrons. In case of MgCO3, Mg (z=12) tends to lose its two valence electrons so its valency becomes 2 and CO3 has ability to gain two electrons so its valency becomes also 2. So overall valency of Mg and CO3 which are present in the form MgCO3, is 2.
