Valency of scandium is 3 but when it looses its 3 electrons it has 9 electrons in its outermost shell but outermost shell must have 8 electrons so why valency is not 4?

Scandium can have a maximum valency of 3 
As its EC is   [Ar] 4S2,3D1

KanikaMittal: yes i had written wrong the outermost shell has 2 electrons i.e. EC is 2,8,9,2
