value in use and value in exchange are the same?​

while value in exchange refers to the value it is exchanged for....

for example....let's take water and daimond

the value in use of water is high ...but value in exchange of water is hardly RS.20 (bisleri)

and on other hand the value in use of daimond is not much but it's value of exchange is high ...it is very expensive ...
