For example :-

Not an expert on forex rates, but still answering this. While most of answers concentrated on how exchange rates are fixed, my understanding is that Japan used to have yen and sen as its currency with yen as nomenclature equivalent to dollar, pound, rupee and so on, while sen (1/100 of yen) equivalent to cents, paise and so on. Japan discontinued sen as currency, retaining yen. So currently there is no 1/100 equivalent currency for Japan.

So effectively, one can say that yen is now, as nomenclature goes, equivalent to 1/100 of its former self i.e. now is equivalent to cents and paise. Hence there exists coins of 100 yen and 500 yen; which is to be considered at par with Re.1 and Rs.5 respectively. Notes come in 1,000, 5,000 and 10,000 yen denominations, equivalent to Indian Rs.10, 50 and 100 respectively.
