The balloon will fall to the surface of the moon. This is because the moon has no atmosphere and there will be nothing to resist the balloon - the balloon would not be able to float on empty space( it is a vacuum). This assumption  can be proved by use of  Dave Scott's hammer and feather experiment on the surface of the moon. He dropped the two together and  it seen that both the hammer and the feather drop at the same rate to the surface of the moon.
