Because of the following factors:

1. Vegetation grows more slowly in colder climates. And, it has to be adapted to the colder climates.

2.The other reason is altitude has less Carbon Dioxide for the plants. The combination leads to smaller and smaller plants until there are no more plants.

the Himalayas lie in he frigid zone as a result it is covered with snow while year around only some plants grow in summer when the ice melts and extinguish in winter this vegetation is scarce in Himalayan areas
