This is because when the heart pump blood to arteries the pressure is already their the the blood starts moving but when it reaches veins the pressure become less and the vavles present in veins create pressure so that the blood move in only one direction and do not flow back.

As the blood in the arteries flow very rapidly it do not need any valves..
Explanation:
But as the pressure in veins is very low so to ensure that the blood would go in only one direction it contains valves....
