When a ball is thrown vertically upward then at highest point it's velocity is 0m/s but it still has acceleration which is g*. Here g means acceleration due to gravity. And it's value is 9.8 m/s^2. And it's direction is always' downward.

Now, when the ball is thrown upward then we must have gave it some force by which it's moving upward opposite to the direction of g*. It means that when we throw a ball we must give an acceleration which is greater than g*.

When this ball reaches it top position then g* and our acceleration becomes equal and opposite and thus now the ball has no net force and no net acceleration.

Therefore it's velocity becomes zero.
