Velocity of light is Maximum in the medium with the lowest refractive index and Minimum in the medium with the highest refractive index.

\bf \: Air/Vacuumis the medium which has lowest refractive index (1.0003) and hence the velocity of light is Maximum

\bf \: Diamondhas the highest refractive index(2.42) and hence the velocity of light is Minimum.
