if a is degree of ionization and C is initial concentration of acid then at equilibrium concentration of hydronium ion is given as.

Given
I = 1.04
so
a = (I - 1)/(m - 1)
a = (1.04 - 1)/(2 - 1)
a = 0.04
hydronium ion= 0.01 *0.04 = 4*10^-4 molL^-1
