Ohms law state that in definite physical conditions the current 'I' through a conductor between two points is directly proportional to the potential difference 'V' across the two points .

That is

V directly proportional to I

And

V/I =constant = R

So here V=IR

Where R is constant of the proportionality

Thus v/I is a constant this is called resistance (R) of conductor .

It is the property of any conductor to oppose the flow of electrons
