-4/7 + -2/21
= (-12 - 2) / 21
= -14/21
= -2/3

-2/21 + -4/7
= (-2 -12)/21
= -14/21
= -2/3

-5/7 + 3/4 = 3/4 + -5/7

So, the commutative property holds in both of the cases.
