That is an approximation. The actual pi is an irrational number, so it cannot be expressed as the ratio of two integers. The Wikipedia page also contains information on why some people believe pi to be 22/7.

Use compass to draw circles of varying diameters... then by a thread.. measure the circumference of the circles...
Then the value of pi is obtained by dividing the circumference of the circles by their diameters..

Then calculate the mean of all values of pi obtained by experiments..

U will get ur desired value of pi..
