Does fine for speeding depend on
average speed or instantaneous

For every road(highway ,street roads and city roads) there is a maximum speed limit,which you can see on sign boards at road sides.

If anyone crosses that maximum speed limit,then traffic police fines.

It depends on instantaneous speed of a vehicle.
