Roads are built at a slope and even they are built winding around the hill. The main reason is because is there was no slope they it would be next to impossible to just keep your vehicle at the starting point and even if somehow managed to start climb ; the very next moment when you would press accelerator and your vehicles would be down.

The slope is kept at an angle in which the force of gravity acts at the bottom of the car I.e where the wheels are this prevents it from rolling over.

Another reason is that more the slope lesser is the force need to be exerted by the car to move.
